Contracting States
It is important to make a distinction between a State’s decision to join the Hague Conference on Private International Law (HccH), i.e., the Organisation as such, and a State’s decision to join one of the 38 Conventions adopted so far under the auspices of the HCCH (such as the Hague Apostille Convention). This important distinction is reflected by using the expressions "Member State" on the one hand and "Non-Member State" on the other hand.
Member States
States which are members of the Hague Conference on Private International Law (HccH). There are currently 69 Members of the HccH. China is the only "Member State" that hasn't adopted the Hague Apostille Convention.
Non-Member States
States that have adopted the Hague Apostille Convention but aren't members of the Hague Conference on Private International Law (HccH).
